Harassment is defined as “creation of a hostile environment by conduct or by verbal threats, intimidation or abuse that has or would have the effect of unreasonably and substantially interfering with a student’s educational performance, opportunities or benefits, or mental, emotional or physical well-being.”

"Bullying" is defined, in general, as: "a variety of negative acts carried out repeatedly over time. It involves a real or perceived imbalance of power, with a more powerful child, adult or group attacking those who are less powerful." However, a single negative act may also constitute "bullying" (if not more serious misconduct) based upon the particular circumstances such as the seriousness and/or the intent of the act.
